If you're looking for the userland-side stub function, that part is 
autogenerated by src/tools/gensyscalls/... and ends up as 
generated/objects/haiku/x86/common/system/libroot/os/syscalls.S.inc. It is 
included by src/system/libroot/os/syscalls.S.

If you're looking for the kernel-side function. It is named 
_user_set_thread_priority() and can be found in 
src/system/kernel/thread.cpp.
