They should be exported by default since we use ELF... but maybe they aren't linked in to kernel.so, which is what the KernelAddon rule links to, not kernel_x86. You might need to add the missing object to kernel.so in src/system/ kernel/Jamfile. But maybe they just get exported with C++ linkage... just grep nm output for vm86.
