It's actually not that complicated: The block cache caches blocks of the underlying device, while the file cache directly caches file contents regardless of the location on disk (if used there's actually one file cache per file). Thus the file cache operates on a higher level. ATM it's only possible to mmap() a file of a FS making use of the file cache. Therefore it would be a good idea to use in for UDF, too.
