*Description:*
static-config interface (no autoconf, no link) received a Comcast lease
after an alias was added to a sibling  interface running DHCP, through two
separate events.  Then despite being statically configured  continued to
receive bizarre leases when plugged into other networks
*Reproduction (on a PROTECLI VAULT Model V1610 with core BIOS*
 - Multi-interface firewall, dhcpleased active on one (igc0), all other
interfaces fixed, no autoconf
  - Add alias to that interface with ifconfig igc0 alias ...
  - Trigger renewal (modem cycle, dhcpleasectl igc0)
  - Check all other interfaces — one may have received an unrelated DHCP
lease despite having no link and no autoconf flag
