Naw.  With the new pledge changes, you'll be able to open the zoneinfo
file if it exists.  But it appears there is a new mechanism to do this
and this code was not adapted to use it.

I don't know it precisely.  Someone who cares will fix it.

At the moment this code is beautifully following the right model:

Fail closed.
