no it is not.
they do not show up twice nowhere.
locators are there to distinguish devices on diffrent models
to be ordered properly. such as com ports for example.
if there would be double detected devices they would show
up in dmesg as unconfigured according to your theory.

double detection in that diff is due to bugs in the code obviously.
