Yes.  If you assign an address to the interface and call rtsol(8)
afterwards, it will add the default route but not change or add the
interface address.

$ cat /etc/hostname.de0
inet 172.16.0.2 255.255.255.0 NONE
inet6 2001:6f8:124a:0::2
rtsol
