Because it changes the modules API, breaking many modules. I made a patch back in the 3.2 days that added ipv6 support to the in-tree apache. It was just a cleaned-up version of the kame one: http://svartalfheim.net/openbsd-patches/, and I ported it up as far as 3.3 where I lost interest and ran out of time.
