Quadra 660 disk problems

I have a Quadra 660 with a 250meg HD.  I ran NetBSD
and OpenBSD fine on it, but the drive was to small.  I
ordered three Apple SCSI drives online and I can't get
them to work.  I got two 2 gigs, and a 1 gig.  I have
the original Quadra install CD with OS 7.1 on it, the
Apple SC setup won't initialize the drives, it spits
out an error. It says "can't initialize error -1" 

I know the drives work because they all came filled
with data, I was able to load the inital data on them
when I received them.  When I try to initialize them
to partition it craps out.  

I tried downloading the Apple Drive Configuration
Tool, but it only runs in 7.5 and above.  I havn't
been able to  create a boot disk small enough to fit
the 7.5 system folder and the Drive Config tool on it.
 

Does anyone have any ideas how I can get these drives
initialized so I can put OpenBSD on them?  Is it
possible that the version of SC setup doesn't support
drives that large?  I can see with SC setup that the
drives are detected, but when I try to test or
initialize them I get the errors.  I can't update the
driver because that option is grayed out.  If anyone
can help I would greatly appreciate it.
