Why does mac68K 3.2 have old utilities?

I noticed that the versions of a couple utilities (Installer and Mkfs) in 
the mac68K OpenBSD 3.2 directories are lower/older than indicated in the 
3.2 "INSTALL.mac68k" file.  (3.1 has the same rev's as 3.2, btw.)  Newer 
versions of these utilities are in the mac68K OpenBSD 3.0 directories.

Is this a gaffe, or is there some reason why mac68K OpenBSD 3.2 has older 
rev's of Installer and Mkfs?

3.2 "INSTALL.mac68k" file:

The directory '../3.2/mac68k/utils' contains a number of utilities for 
the MacOS...  The files in this directory are as follows:

	Booter1.11.3.sea.hqx
	Installer_1.3.sea.hqx
	Mkfs_1.47.sea.hqx
