Speculation, but educated speculation: The mac68k install process is "different" -- and relies on a MacOS program we have source for, but don't have the tools to recompile it. This program does the 'MAKEDEV' process post install, but it predates PF (and a lot of other things) -- so you should probably do a: # sh MAKEDEV all after first boot (this takes a while, but then, you are probably getting used to this by now. 8-) I think your machine never had the /dev/pf (and who knows what else) created after install.
