Installing under 512 MB of storage

Hi!

I've been trying to install OpenBSD on a bunch of old i386 machines that 
all have 512 MB (!) of storage, but encountered some issues.

Reading <https://www.openbsd.org/faq/faq4.html#Partitioning>, I see that 
it should be possible to do so. Similarly, The "OpenBSD System 
Requirements and Supported Devices" section of INSTALL.i386 says that 
"The minimal configuration to install the system is 32MB of RAM and at 
least 250MB of disk space to accommodate the `base' set".

Unfortunately though, installing the base set fails due to exhausted 
storage. Indeed, INSTALL.i386 also says that it is "260.4 MB gzipped, 
526.5 MB uncompressed", probably due to it also including a "minimal" 
toolchain for relinking the kernel.

How can I actually install the operating system in such a small 
environment? Should I just make my own base79.tgz file, stripping out 
the included toolchain, giving up kernel reordering?
