Replacing a defunct user group

Tucson, AZ has a listing on the OBSD groups page [1], but it is, as far 
as I can tell, defunct. I help to run a nonprofit that has been holding 
a different user group meeting regularly for a few months now [2]. I 
posted to the list according to the format specified by the template 
[3], but I have not seen any change on the groups page. If this is 
because of the defunct group's presence for Tucson, I think my group 
should replace the defunct one.
