external USB HD interface compatibility: 4k vs 512 byte sectors

hi.
I have two SATA HD to USB interface thingies, one traditional external enclosed box, the second a "dock", where the drive drops in vertically, you never have to open anything up to change the drive. Hopefully, model numbers don't matter, as the totally enclosed drive has no name on it, and the "dock" says, "Cable Matters". (full system dmesg below)
While both work just fine, I've found moving a drive between the two USB->SATA interfaces causes the disklabel on a drive to "go away". The OpenBSD fdisk partition is there, but the disklabel is gone.
Looking at this, it appears a/the problem is the Enclosure is reporting the drive as 4k sectors, and the Dock is reporting the drive as 512 byte sectors.

Now...what I'm seeing, the fdisk partition table is being interpreted as 4k sectors on the ENCLOSURE, so the 4k sectored fdisk doesn't have a 2TB limit, but rather a 16TB limit?? The beginning of the OpenBSD partition has moved from 512*256 bytes from the beginning of the disk to 4k*256 bytes, so there's no disklabel to be found. fdisk is actually complaining that the partition extends beyond the end of the disk.
When I started compiling the info for this, I assumed it was an old enclosure problem, but it is starting to look like a bug to me -- shouldn't fdisk partitions always be treated as 512 byte sectors?
It's not a fatal problem for me, but it means I'll have to keep track of what drive has to go in which enclosure going forward. And (more substantially) it means that if I wanted to remove the internal drive and move it to an external enclosure, I CAN'T use this 4k enclosure to read the drive.
I would also suspect if my external drive was split between OpenBSD and some other OS that counted all MBR partitions in 512 byte sectors, ugly things could end up happening...

try again with EFI/GPT??
Reinitializing the drive with fdisk -g sd3 to put everything into an EFI/GPT partition on the DOCK worked fine, the disklabel was still visible, and fdisk looked like this:

and that looks quite weird, really...MBR partition table showing an EFI GPT partition. Changing that "EE" to an "A6" brought back the OpenBSD partition disklabel, but the system was NOT happy with that drive, and sat hung for a while, but finally gave me this:

I can not mount the partitions, since the start and end is in 4k sectors rather than 512 byte sectors, though I suspect if I manually edited disklabel, I could.
Is this a bug in OpenBSD, or should my external enclosure not be reporting 4k sectors?
