All I've got for you is something like this:
  wget -r -l 2 --wait=5 --page-requisites --timestamping --convert-links www.openbsd.org/faq

Or:
  wget -r -l 3 --wait=5 --page-requisites --timestamping --convert-links www.openbsd.org

The --wait=N is for seconds between requests and I don't know the best
setting.
 
But the site admins might hate that, and if so I apologize. I do it only rarely, and before
doing it again I would confirm that one of the switches or one looked up
will repeat downloads of those already locally saved and current.
