pstoedit update

pstoedit build fails on sparc64 (using ports-gcc) since the update to
GCC 16. I think this is probably because of this:

  'GCC-16 defaults to C++20+, where u8"..." string literals changed from
  const char* to const char8_t*. This caused autoconf 2.72's C++11
  detection test to fail, so it explicitly set -std=gnu++11 in CXX.
  And that is too old for the code here.'

but I didn't discover that until I'd already done the update, so I
thought I'd send it out anyway.

Upstream moved to github and don't upload release assets, so
unfortunately it gains a BDEP on texlive for pdflatex so that it can
build the manual. Such is life.

autoconf-archive BDEP probably not actually needed yet, but it looks
like it will be needed in the next version, so I think we might as well
add it now.

does anyone want to test building on sparc64? (if it works, updating to
autoconf 2.73 might help fix some other broken things).
