I also noticed that without bison it fails as:

Program bison found: NO

../qemu-11.1.0/target/hexagon/meson.build:300:8: ERROR: Program 'bison' not found or not executable

A full log can be found at /build/pobj/qemu-11.1.0/build-amd64/meson-logs/meson-log.txt

So, I had commited your diff with added devel/bison as build deps.
