devel/ruby-thor: update to 1.5.0

https://github.com/rails/thor/releases

openfact requires this minimum version now and works fine with it,
just like openvox (client).

Other consumers I just build-tested:

Only the last one needs a relaxed version spec to build;
updating to the latest version introduced other version
problems, so I left the our port years outdated as-is.
