If we want FFmpeg 9.x for OpenBSD 8.0 (which is probably a good thing as
far as 8.0-stable is concerned), it needs to go in soon. It's used by
100+ ports and we're not going to get good runtime testing across archs
until some time after snapshot packages are available.

I think it's better to patch Tor Browser to work with it rather than
wait for a new release at an unknown date.
