You are stopping earlier now.  Previously the firmware would
successfully load the OpenBSD bootstrap, now it fails to do that.

You aren't getting to the stage where bootparamd would be relevant.
diskless(8) describes the individual steps.  You have now regressed
from what it calls phase 2 step 1 back to phase 1.
