I guess that downloading a configuration also selects it, as shown in 
the example in the man page:

# ldomctl download openbsd
# ldomctl list
factory-default [current]
openbsd [next]

In the man page, we read for the download command:

 > Depending on the firmware, the new configuration must
 > be activated explicitly using the select command.

So this time I also did:

# ldomctl select openbsd

But the system still boots with the factory-default.
