I only looked at simh and I have no experience with it but I beleive
the simh ethernet simulation only works with an ethernet interface.
Not with real/simulated ppp/tun point-to-point interfaces.

I would follow the recommendations on http://www.openbsd.org/vax-simh.html
and install the set from a cdrom. If you don't have a physical cdrom
you might get away with a iso made with mkhybrid.

A non-networked vax might be hard to work with even if it's properly
installed though.

I'm out of a powerfull i386 computer right now so I cannot play
with simh.
