installation/netmask issues

Hi, I'm trying to install OpenBSD on a pair of VAX 4000s, a 600A and a 700A. I'm booting off the network from a linux box running mopd, rarpd and bootparamd. I tried the bsd.rd image which booted OK but then discovered that the DSSI controller isn't supported, so no disks. Next option is to run with a networked file system. I'm on a network which would be a class B without CIDR, but is actually a /21. The boot loader gets an IP address correctly with rarp and bootparams, but then the kernel itself sends broadcasts to x.y.255.255, which doesn't suit my network. Is there any way to configure the broadcast address, or in fact configure an actual server to use?
