Ports package issue with v4.6

To whom it may concern,
I installed OpenBSD 4.6 on a computer here at work the other day.
Immediately after the install was finished I downloaded the latest ports
package and unpacked it in the /usr folder (ie: /usr/ports) I then
tried to install emacs from the /emacs22 and it errored out at the
following:

Thinking that I had messed it up, I reinstalled yesterday afternoon and
then ftp'd the ports package, installed it and then tried to install
emacs again with the exact same results.
Now this is the same computer that was running 4.2 prior to my reinstall
and I could, and did, install many packages with that version. I'm not
sure what's going on but I'm left wondering if there isn't something
wrong with this ports package that no matter what I try to install, and
I've tried to install 3 separate applications since yesterday's
reinstall of the OS, I get the exact same result when it gets to the
"gettext" portion on the install.
I'm hoping you can help since I can't find anything on the internet or
the OpenBSD sites regarding this issue and I do need to install several
packages from the ports.
