That's the intent, but it looks like something has indeed stopped 
updating, eg

http://www.openbsd.org/cgi-bin/man.cgi?query=ssh&sektion=1 (-current)

does not list the -W option which was added more than a month ago. 
Maybe the update process is broken somehow?
