patches for plus47.html, plus.html

Hello,

we're four now looking to update the OpenBSD changelog. As I have
advance a bit, I would like to have some feedbacks from all to see
whats good or not in what I've done, so I can go forward without
adding too much mess :).

We would like to update plus47.html to the last commit tagged
OPENBSD_4_6 (http://marc.info/?l=openbsd-cvs&m=126919123625727&w=2)
and start plus.html from the first commit in -current
(http://marc.info/?l=openbsd-cvs&m=126921026013245&w=2). We divided
work in weeks, starting after the last week done for plus47.html (week
#46 of 2009). As I saw all the commits done this week, I thought
"hargh, I will have to read them again in a few weeks" and I thought I
will gain some time to note them as I received the commits messages
from openbsd-cvs. I don't know if it should be published now (as there
is a lot of gap to fill), but publishing in one shot will require
quite a lot of work (time) and a massive proof reading (time again),
so I would advise starting again the changelog from here. We will fill
the gap, I can do at least on week of old changelog per weeks, with
the help of others it'll be done in a reasonnable time.
