If it was a complete, frequently updated mirror on a 100Mb+ connection, I'd consider listing it. In some places I'd consider a mirror on a slower connection (depends on the area, and what other mirrors are nearby). From a quick look, you're missing snapshots (which typically see 10-20GB of updates a week, depending on how many package snapshots have been built), 4.7, most of 4.6, patches, tools, etc.
