Essentially what it means is that we need complete mirrors as per the
policy on the bottom of ftp.html. While a partial mirror may be
interesting to some people, we do not want to list them, because then
end up getting used by our users in the installation process, and if
they are not complete and kept up to date this makes for a bad user
experience.
