NO!  THAT DOESN'T HELP!
That process is already documented in the FAQ:

Just install to the flash device.  Done!  This can be done on any
machine with a USB port.
I have NO idea why you are setting up a VM to do this.  A very
complicated way to do a very simple task.

Your suggested use of "plop" to boot a USB device on older machines that
can't boot from USB is interesting, though personally, I prefer CF->IDE
adapters and using a CF card for machines that can't boot from USB.
Considerably more expensive, but no floppies to worry about.  Also,
"plop"s "roll-their-own" license is unacceptable for a lot of OpenBSD
users, it's suitability has to be considered "special case"
("non-commercial" users, whatever that means).

So, no, please do not advocate this as The Way to do what is normally a
very simple administrative task, any more than one should advocate an
"Obfuscated C" contest as a guide to good programming style.
