adding specs page to openssh.com

Hi.

I have a directory containing copies of some of the various specs that
we implement collected over the years but it annoys me that there's no
one place that I can refer to.

It annoyed me again today when I was looking something up, so I
propose adding such a place.  I have a draft of what it might look like:

We already have some of the files, some we'd need to add.  For the
example so far, it's:
M index.html
A specs.html
A txt/rfc1928.txt
A txt/rfc4250.txt
A txt/rfc4251.txt
A txt/socks4.protocol
A txt/socks4a.protocol
A txt/ssh-rfc-v1.txt

Comments?  yea or nay?
