Is there an issue getting to www.openbsd.org from Latvia?
Are users in Latvia often having to pay more to access data across boarders?
Is there some other reason why someone would prefer to go to the .lv
site over the official site of www.openbsd.org?

Good, local mirrors of the distribution files are very welcome and
needed (a Terabyte of decent storage and a lot of bandwidth are needed);
good local mirrors of the anoncvs files are very welcome and needed (not
so much bandwidth or storage, but the storage you have should be FAST,
and backed with a bit of CPU and lots of RAM).  But in general, mirrors
of the website itself have caused more problems than they have been a
benefit to users.
