The page
   http://www.openssh.org/windows.html
mentions
   "Several other packages of OpenSSH on Cygwin exist; one that is
actively maintained is copssh."

As of early 2012 CopSSH is no longer a free product, although the
latest free version 3.0.3 can still be found elsewhere on the web but
not via the link on the page.

May I suggest linking to
   http://miked.ict.rave.ac.uk/display/sshwindows/OpenSSH+for+Windows
which has unfortunately not released their source code yet, but has a
lot more recent OpenSSH implementation.
