This maillist is the wrong place. Also, the horrid track record of Webmin insecurity made ports people remove it long time ago. Still, openbsd is a unix, so whatever instructions webmin has for being installed on a generic machine will most probably work on openbsd also. The operating system itself has no code to prevent Webmin from running, its just the security-minded openbsd people that dislike that tool.
