No other promises, papers, permits or whatever exist as far as the
OpenSSH project goes.
If those licenses shown on that above URL aren't acceptable for some
reason, normal international (C) rules apply as usual.

But I do agree with what Tomas said. If someone made you pay for it,
put the burden on them.
Since it is free software, whatever money you may have spent should go
to add value for you. If papers and permits are valuable, then by all
means have them print some.
