[de] lists the mirror sites again

Hello,
the [de] translation will list all the mirrors again and from now
on, instead of simply referring to the original sites.

Once the files have been distributed, even the OpenBGPD and
OpenNTPD websites should do so (they do already when accessed via
www.openbsd.org).

It's surely nothing but a pain in the ass, however, since the
mirror creation script needs to be patched (by a script say) for
that to work.  Just as i've written over a year or so ago: It
would be much easier if the variable section of the mirror creator
would be included from a separate file; even better, if the
filename would be sucked from an environment variable, if that
exists.  Like that nothing but an environment variable would be
necessary.  That can't be so hard, can it.
