You are not mirroring all the required files on your FTP server. Check http://www.openbsd.org/ftp.html for details. For example, it looks like there is nothing in the packages/ directory. Also if you don't mirror snapshots, just leave that directory out. Your www mirror does not look like it is being updated daily.
