first, the simple part:
The systems we use to create and maintain the website are standard text
editors and CVS, the www/ module is just another OpenBSD CVS module,
just like the ports tree, the source tree and the X source tree are.

As for a redesign, you are (of course) free to spend your time as you
wish, but I really don't think a website redesign is something that is
going to happen any time soon, and if it were to happen, there is
already an artist and designer with a long history with the OpenBSD
project who would probably be the one doing the work, in VERY close
communications with the key person who manages the project.  I rather
doubt there would be any kind of public discussion or contribution to
the process.
