We are hosting a FTP mirror for OpenBSD at:

It is located in Cachan, France (near Paris).

The synchronization is done (for directories doc 3.9 4.0 OpenSSH
OpenNTPD OpenBGPD tools patches) every night at 3am (CET) by rsync from
rsync.de.openbsd.org/OpenBSD/, so it seems that we meet your
requirements to appear in the list:
