OpenSSH certification

I am a security specialist supporting certification, accreditation and 
other compliance issues for a Federal government customer.  The customer 
needs to upgrade security on both legacy and developmental systems by 
adding a robust and operationally suitable encryption capability.  In 
addition to cost, FIPS 140-2 certification is an issue. 

Is OpenSSH a candidate for certification under FIPS 140-2, and, if so, 
what is that status of that effort?
