I got the point, the mirror is in-sync, but seems to be trucnated
because of a limit in directory listing.  The limit is a built-in
feature in pure-ftpd, but the default value, 2000, is too small for the
packages directory.

I have just bumped the limit from 2000 to 50000.  Please check to see if
it works.
