Trouble downloading install sets

I have not been able to download the install sets for OpenBSD for the
last 2-3 years, no matter which mirror I try.  I use OpenBSD on a DSL
line.

The Qwest tech assured me that there is no trouble on the DSL line, and
in fact he downloaded one of the problem files from his Windows laptop
no problem.

The downloads start normally, but they stop at about 75-90% and will
not make it through.  Regetting the files or restarting the downloads
where they stalled out does not work, unless I use wget with hundreds
of retries.

Have you heard of this problem before?  I have tried everything to no
avail.
