Assuming you are wishing to set up a mirror for downloading, that's not
gonna work.

At the moment, the snapshot packages directory is about 21GB in size.
Your initial populating of your FTP directories will surpass your limits
(4.1 and snapshots).  The snapshot packages for fast platforms like amd64
and i386 (about 5G each) are updated several times a month.

If you are talking about mirroring the website, that really doesn't do
much for us -- we have plenty of mirrors.  Unless you are in an area that
for some reason has trouble reaching www.openbsd.org for any reason,
it really doesn't help us.

An anoncvs server could be useful, but even then, 30GB is only a 30 initial
loads of the entire source tree.  Granted, initial loads aren't supposed
to happen very often for the average user, but reality has been a bit
different than theory lately.

Any kind of hard limit like that is going to result on your server being
unreliable for your users or potentially astronomically expensive for you.
Sadly, the better you run your system, the worse it can be for you.
