I assume you are talking about an FTP mirror.
In that case, please read http://www.openbsd.org/ftp.html carefully.

And provide us with the relevant information:

Country
Institute
State-Province
Town
Maintainer/Email
Maintainer/Name
FTP/Updated Every (hours)
FTP/Updated From (hostname)
URL/FTP
URL/HTTP
URL/RSYNC

Then we'll monitor your mirror and add it to the list if the requirements
are met.
