4.6 i386 package permissions on mirrors.

Thanks for all your work for OpenBSD 4.6.  I notice that a number of 
mirrors have either empty /pub/OpenBSD/4.6/packages/i386 directories or 
do not have correct permissions for pkg_add to access.

/pub/OpenBSD/4.6/packages/amd64 directories are populated and accessible.
