openntpd and cisco

I have having problems getting my cisco devices to pull time from openntpd.

 

I can successfully pull time using "NTP Toll" against my openntpd server,
but my cisco devices keep getting NTP-4-PEERUNREACH error message against
the same openntpd server.

 

Any ideas why this is happening?  Or is there a better place to send this
question?
