i tried getting the ports with cvsup, but cvsup is not available for
ppc.. :-( ..yes, i'm a noob and it'll take my a while to learn how to
install ports.. not wanting to give up, i settled for downloading it
from ports, but

ftp://ftp.openbsd.org/pub/OpenBSD/4.2/packages/powerpc/pciutils-2.2.4p0.tgz

doesn't contain pcidump, only other tools.. in any case, i typed
"whereis pcidump" or "man pcidump" and got nowhere...

so i'm stuck.. any ideas or suggestions?
