I don't recall hearing anyone say that you shouldn't put anything in /usr/local (and I was surprised by the recent exchange on this list where a copy of readline installed in /usr/local seemed to be causing problems for DP). Rather, I've heard it said that you should not configure DP to live in /usr/local since people are accustomed to installing their own software there.
