It looks like the configure script is set to fail if it can't find the
libjpeg header or if the "jpeg_read_coefficients in -ljpeg..." test fails.

Not sure why.  Try setting your configure environment like this and see if
it helps.

configure.env	CPPFLAGS=-I${prefix}/include \
          CFLAGS=-I${prefix}/include \
          LDFLAGS=-L${prefix}/lib

I don't know what JPEG coefficients but if that doesn't work perhaps
either the DP jpeg port doesn't support it properly or the steghide
configure script needs modified in some special way to check for
coefficient support.
