postgresql installation

Greetings - I just installed postgresql81 and postgresql81-server but  
I cannot find some of the command line utilities that the postgresql  
documentation says should exist.  where are the createdb and  
createuser programs?

Also, I started to install the pgAdmin3 package and it started to  
install postgresql8 (version 8.1.3).  can pgAdmin3 only be used with  
postgresql8?

Is there any sort of tutorial that explains how to install and  
configure on postgresql on DP?
