Why does php 5.1.5 work?

And now the million dollar question: Why does "sudo port install  
php5" have no difficulty installing php 5.1.5? You might think this  
an odd question, but I can't compile php 5.1.5 manually. See this bug:

I just don't understand what MacPorts is doing differently which is  
allowing the compilation to succeed.
